Second hop under the new flow — merge fast-forward only.

Also the confirmation step BRANCHING.md prescribes: pr-build.yml now lists release in its pull_request branches, so this PR should report the PR build (required check) / gate context. Only once that is observed does requiring the check on release become safe.
